The Ministry of Administrative Development, Labor and Social Affairs (MADLSA) implements policies and services related to family care and social welfare in Qatar. The ministry administers the following services:

• Social Insurance for Divorcees: Applies to any woman who has been divorced, has not remarried and has no sufficient income.

• Social Insurance Payment for Families: Enables families in need to obtain payments from the government if they are without sufficient income.

• Old age, Incapacity Benefit: Provides financial assistance to elderly citizens who are above 60 years old and are without sufficient income.

• Social Insurance for Families of Missing Persons: Enables families to obtain payments from the government if the head of the family is declared missing and the family is without sufficient income.

• Social Insurance for Abandoned Wives: Assists women if they are declared by a court of law to be abandoned by their husbands and are without sufficient income.

• Social Insurance for Widows: Enables widows to obtain a social insurance allowance from the government.

• Social Insurance Disbursement for Families of Prisoners: Enables families to obtain payments from the government if the head of the family receives a final court prison sentence of six months or more, leaving the family without sufficient income.

• Special Needs Allowance: Enables citizens who are disabled or who suffer from an incurable condition to obtain an allowance from the government

• Incapacity Benefit: Enables citizens who are 18-60 years old to obtain an allowance from the government if their medical condition prevents them from working due to a chronic illness.

• Orphans Benefit: Enables orphans and children of unknown parenthood to obtain a social insurance allowance from the government if they are below 18 and without sufficient income.

Offline Instructions

Follow these steps to apply for social security assistance: 

• Download and fill out the application form.

• Submit the application along with all the required documents to the Social Security Department.

A member of the department will assess the application and submit it with a recommendation to the director for approval (or rejection) within a month. If the application is approved, payment will be backdated to the date of the application.

The applicant will receive the decision by telephone or SMS.

Assistance Amount

The monthly benefit amounts, which were recently revised are:

• Divorcees - QR6,000

• Families in Need - QR6,000 / QR2,000 per wife / QR1,000 per child

• The Elderly who is unable to work - QR6,000 per husband / QR2,000 per wife / QR1,000 per child

• Families of Missing Persons - QR6,000 per wife / QR1,000 per child

• Abandoned Wives - QR6,000per wife

• Widows - QR6,000 per wife

• Families of Prisoners - QR6,000 per wife / QR1,000 per child

• The Handicapped - QR4,000

• The Disable - QR6,000 per husband / QR2,000 per wife / QR1,000 per child

• Orphans - QR6,000 each

• Orphans of unknown father or parents (under 17) - QR3,000 each

• Orphans of unknown father or parents (above 17) - QR6,000 each

Additional Information

• The pensioner shall submit an annual statement to the Social Security Department at MADLSA on the current social and financial status upon renewing the pension payment card, according to the form prepared by the Ministry for this purpose.

• The Social Security Department may decide to pay the pension to the wife, one of the children or another person, who will act as a trustee, due to the young age, the health condition, the mental illness or the misconduct of the pensioner.
