The Law No. 10 of 2018 on Permanent Residence stipulates the establishment of a committee in the Ministry of the Interior called the "Permanent Residence Card Granting Committee”, whose task is to carry out all the procedures related to the granting of the card. The committee will be formed by a decision of the Council of Ministers to form the committee, who will nominate its members and determine the duration of their membership and its working system.

The Committee shall decide on all tasks and procedures related to the requirements for granting permanent residence to eligible categories in accordance with its working mechanisms. The Committee shall submit its recommendations to the Minister of the Interior, in turn to issue the appropriate decision regarding the applications referred to.

The Committee has the right to communicate with relevant parties, whether concerned departments within or outside the Ministry of Interior or any other entity.

Permanent Residency Card

It’s a card given to eligible categories in accordance with Law No. 10 of 2018 according to specific regulations that the applicant deserves for him/her self and his / her family members under the age of 18 years.

In the provisions of Articles 5, 6, 7, 8, 9, the law specifies a number of privileges that the holder of a Permanent Residency Card enjoys:

1. Entry into and exit from the State during the period of validity without obtaining permission or authorization.

2. Access to treatment and education in government institutions within the State in accordance with the conditions and controls issued by a decision of the Council of Ministers.

3. The spouse of the holder of the Permanent Residence Card and his/her children until the age of 18 years shall enjoy the privileges granted to the holder of the Permanent Residence Card in residence, health and education.

4. Investment in the activities of the sectors of the national economy, which shall be determined by a decision of the Council of Ministers without a Qatari partner, provided that the company is established in accordance with the provisions of the law governing the commercial companies.

5. Ownership of real estate for housing and investment in the areas specified, in accordance with the conditions and controls to be determined by a decision of the Council of Ministers

The following requirements must be met for submission:

- The applicant must have a smart ID card with activation of the e-services on it.

- The applicant must have a smart card reader device.

- Connect the smart card reader to the computer to complete the application process.

Submitting the Application

• Access to the website of the Ministry of Interior

• Select the link "electronic services"

• Select "Residence Service" and choose "Permanent Residence Card".

• After clicking on it, the service options screen will appear. A new application window should be selected.

• Select the appropriate category for the advanced options available in front of it, then click the "Next"

• A list of qualified people will appear (persons will be selected by checking the box next to the person's ID number and then click on the "Next" box.

• You will receive a text message stating that your application for permanent residence has been received. A receipt will be given in the payment process that the applicant can print or save on the computer.

• Thus, as the applicant has completed the first stage of the application stages and has to wait until another message is received to upload the attachments

• In the case of the getting the message to upload the required documents, which are determined by the competent committee, the applicant must enter the website again in the same manner as the first and upload the required documents according to the ID number.

• Upon completing the process of attaching documents of the applicant, another screen will appear to attach the documents of the remaining ID numbers attached to the applicant's application
