Updated list ng ‘Green’ Countries (Low-risk Countries)

May ipanalabas noong October 22, 2020 na updated na listahan o Green List (mula sa Low-risk countries) ang Qatar. Ang mga arriving passengers mula sa mga bansang kasama sa listahan na ito ay maaaring makapasok ng Qatar na hindi na kinakailangan magbook ng hotel quarantine, at maari nalang dumiretso sa home quarantine ng isang linggo at sumunod sa mga safety measures ng Ministry of Public Health procedures.

EHTERAZ APPS

The EHTERAZ APPS are mandatory to all arriving passengers in Qatar before proceeding to Immigration counter.

All passengers upon check in are required to install the below apps on their smart phones. In case a passenger is not holding or does not own a smart phone, they can buy at the arrival area before the MOPH counters where sim cards and phones are sold (Approximately price is QAR150).

Reference to the previous circulars concerning procedures to enter the State of Qatar, please take note that as of August 21, 2020, the exceptional entry permit will be applicable to holders of resident permit in the State of Qatar as well as visitors with personal visit visa issued by Ministry of Interior (see sample below).

For PAL passengers from the Philippines:

While the Philippines is not included in the list of low-risk countries, passengers need NOT secure a negative RT-PCR Test Result before check-in in Manila. Passengers bound for Qatar only need to show an approved Re-entry Permit as well as a 7-day hotel booking for quarantine booked thru the Discover Qatar website before check-in.

Please be reminded of the following entry regulations into the State of Qatar:

General condition:

• All GCC nationals including Qataris should use their passports to enter the State of Qatar and not their National ID cards.

• All arriving passengers must install “EHTERAZ” application on their cell phone.

• Each passenger must complete “Health Assessment Form for Returning Travelers” before arrival to Qatar.

• Exceptional Entry permit copy should be carried by the passengers to be presented on arrival.

Below listed passengers to follow the conditions hereunder:

1. Qatari Nationals, their spouses, their children, and companions arriving with them on the same flights.

2. Permanent Residency Card holders.

3. GCC nationals using their Passport only along with their companions under their sponsorship traveling on the same flights.

4. Exceptional Return Permit holders.

5. Foreign Diplomats on mission to the State of Qatar, holders of Administrative IDs and staff of International Organizations

When travelling to the State of Qatar from the countries mentioned in the list of Low Risk countries published by MOPH will need to take a Coronavirus test upon arrival at the airport. They will also need to sign a formal pledge to adhere to the quarantine at home for a week and provide a duly “completed health assessment form for returning travelers”. Passengers arriving from Low Risk countries must have stayed in the Low Risk country for at least 72 hours prior to their departure to Qatar.

If travelling from Turkey and holding a COVID-19 free certificate from one of the below accredited COVID-19 testing centers, then they will not be required to take the test upon arrival in Qatar. Provided that the date of obtaining the certificate does not exceed 48 hours prior to departure to Qatar.

• Ankara Sehir Hospital in Ankara 

• Yeshel Koi Murat Delmanlar Hospital in Istanbul

• Basaksehir Cam ve Sakura Hospital in Istanbul

• Kartl Dr. Lutfi Kirdar City Hospital in Istanbul

• Sakarya University Training

When travelling from countries that are not included in the list of low-risk countries i.e. high-risk countries they will take a COVID-19 test upon arrival at the airport. They must hold a 7 days hotel quarantine booking issued for the approved quarantine hotels through Discover Qatar https://www.qatarairwaysholidays.com/qa-en/offers/welcome-home-packages/. They also need to provide a duly completed “health assessment form for returning travelers”.

6. Resident Permit Card Holders

When travelling to the State of Qatar from the countries mentioned in the Low Risk countries list must hold an “Exceptional Entry Permit” allowing them to return to Qatar which will state the type i.e. self or hotel and number of days of quarantine. They will also need to sign a formal pledge to adhere to the quarantine at home for a week if eligible and provide a duly completed “health assessment form for returning travelers”. They will need to take a Coronavirus test upon arrival at the airport. Passengers arriving from Low Risk countries must have stayed in the Low Risk countries for at least 72 hours prior to their departure to Qatar.

• They will take a COVID-19 test upon arrival at the airport

6b. Resident Permit Card Holders: Domestic staff, company sponsored and other workers

The “Exceptional Entry Permit” issued for this category of RP holders will state that they need to hotel quarantine for 14 days. Airlines must ensure that passengers must hold hotel bookings as per the requirement stated on the “Exceptional Entry Permits”.  Hotel booking and more details can be found on Discover Qatar website https://www.qatarairwaysholidays.com/qa-en/domestic-staff-and-company-sponsored-workers. They need to provide a duly completed “health assessment form for returning travelers”.

7. Exemption: following categories are eligible for home quarantine, regardless of the country from which they arrive along with their travel companions on their sponsorship. In case they are holding an “Exceptional Entry permit” it will reflect home quarantine.

• Those over 55

• Those who have had an organ or spinal cord transplant

• Those who receive immunosuppressive therapy

• Those who suffer from heart disease

• Those who suffer from moderate to severe asthma

• Those who receive cancer treatment

• Pregnant women

• Babysitting mothers with children up to five years-old

• Those who suffer from kidney failure

• Those with chronic liver disease

• Those with lower limb amputation

• Those with disabilities who require support to carry out activities

• Disabled children and their mothers

• Those who suffer from epilepsy and receive treatment

• Those with diabetic foot

• Those with immediate relatives who have died in the 10 days prior to their arrival

• Those receiving treatment for mental and psychiatric illnesses, and people suffering from claustrophobia

• Those who suffer from diabetes and receive treatment

• Those who have high blood pressure

Additional information:

Upon arrival the EHTERAZ app Health status will be Yellow.

Passengers will proceed to one of the accredited health centers by the end of the one-week self-quarantine to do the PCR test and according to the test result, passengers will then follow the rest of the procedures published on the Ministry of Public Health website.

List of Low risk countries will be reviewed every 2 weeks.

Travel Reminders and Updates

Passengers to be accepted on board flights arriving to Hamad International Airport are limited only to the Following categories:

1. Qatari Nationals, their spouses, their children, their Husbands, and companions under their sponsorship arriving with them on the same flights.

2. Passengers Holding Permanent Residency.

3. Residents arriving in Doha holding the Exceptional Return Permit.

Passengers holding passports of the GCC Countries travelling to Doha must have a confirmed reservation in one of the designated quarantine hotels which are shown on Discover Qatar website, this to be applied on passengers arriving from Countries not listed in the Low-Risk Countries list.

Passengers are also informed that the ID will not be accepted as a travel document to enter the state of Qatar for the time being, as stated in previous instructions from Airport Passport Department in this regard, and until further notification.

Qatari Nationals as well as Citizens of the GCC Countries must present their passports.

Exceptional Entry Permit to Qatar Service

It is a temporary service that is provided to residents of the State of Qatar who are unable to return to the country because of the restrictions imposed due to the Coronavirus pandemic (COVID-19).

This service allows employers, whether individuals or companies, government or private sector, to apply for an entry permit for residents and their family members holding QIDs to enable them to return to the State of Qatar.

Online Instruction Steps

• Create a new account on Qatar Portal or log in to your existing account (if available).

• Click on “Apply for Exceptional Entry Permit”.

• Read terms and conditions and prepare all required attachments before starting the application.

• Enter application page and fill in required information correctly and completely as shown in passport.

• Enter your email correctly to receive approval on your application.

• Print permit and keep copy of it and a copy of quarantine undertaking to be presented to airport officials.

Terms for Those Coming from Low-risk Countries / Other Countries:

First: Low-risk Countries: (Click on the list of low-risk countries and accredited health centers)

People coming from low-risk countries should:

Conduct COVID-19 test in an approved hospital (if any) within a period not exceeding 48 hours from the date of departure, and submit a hard copy of the examination certificate upon arrival. 

In the case the COVID test is not conducted in the departure country, the test will be conducted at the airport upon arrival.

The applicant must upload proof of staying in a low-risk country for 72 hours or more. If the expatriate resides less than 72 hours in a low-risk country, they will be considered as coming from other countries (not low-risk) and will be treated accordingly.

Note: The permit will be automatically canceled if there is discrepancy in the entered data of the country of departure.

Second: Other Countries (including the Philippines)

Those who come from other countries (outside the list of low-risk countries) should comply with the following:

Hotel reservation in one of the hotels designated and approved for quarantine for one week from the date of arrival

Conducting a COVID test at the airport (In the event the result is positive, the expatriate will be directed for isolation, and if the test result is negative, a compulsory period of one week is spent in the quarantine hotel)

Permit holders must adhere to hotel quarantine and all followed procedures, including maintaining social distancing. In the event the resident fails to commit, the hotel quarantine will be extended for another period of 7 days

Note: The permit will be automatically canceled if there is discrepancy in the data of the country of departure.

The documents that residents must possess upon arrival at the airport

• Passport

• Qatar residence card

• Entry permit

• Hotel quarantine undertaking

COVID examination certificate: In the event of coming from low-risk countries, a hard copy of the medical examination, conducted within a period not exceeding 48 hours in one of the accredited hospitals (if any), must be presented to concerned officials at the airport.

Copy of the hotel reservation for quarantine: In the event of coming from other countries, a hard or soft copy of the residence reservation must be submitted in one of the hotels approved for the quarantine.

• Effective August 01, 2020, re-entry to the State of Qatar will be allowed for as long as they abide the following instructions. Below are the requirements from the State of Qatar: 

• All arriving passengers must install the application “EHTERAZ” on their mobile devices (Apple App Store, GooglePlay).

• Must book a quarantine hotel for one week through “Discover Qatar” website, before arriving to the State of Qatar.

• Passenger will do an RT-PCR test on day six (6) of hotel quarantine, and according to the test result, passengers will then follow the rest of procedures on the Ministry of Public Health website.

Government Communications Office statement on Qatar’s travel policy during the gradual lifting of COVID-19 restrictions

As part of the gradual lifting of restrictions imposed in the State of Qatar as a result of the Coronavirus (COVID-19) pandemic, and based on Qatar’s travel policy announced previously, the travel policies effective Saturday, August 01, 2020 have been reviewed based on public health indicators in the State of Qatar and around the world.

1. Quarantine Policy

Arrivals from countries that are not included in the list of low-risk countries and in which COVID-19 testing centers have been accredited are required to obtain a virus-free certificate from there no more than 48 hours before travelling. The arrivals must also adhere to the home quarantine for a week upon arrival in Doha while also following the policy and conditions applied to arrivals from the low-risk countries mentioned above.

Arrivals from other countries that are not included in the list of low-risk countries and in which there are no accredited COVID-19 testing centers will be required to quarantine in a hotel at their own expense for one week, provided that hotel accommodation is booked through the “Discover Qatar“ website before arriving in the State of Qatar. After the week has elapsed, the ending of the quarantine period will depend on the result of a COVID-19 test. If the result is positive, the traveler will be transferred to isolation, and if it is negative, the person will commit to home quarantine for another week, in which case the status on the Ehteraz application will be yellow and will then change to green after the week has passed.

2. Qatari citizens and their wives, spouses and children, and permanent residency holders

They can travel outside the country and return at any time, while adhering to all the aforementioned procedures and according to the countries of arrival.

Patients receiving treatment abroad at the expense of the state of Qatar and their registered companions, and employees who are dispatched for work assignments, will be exempt from bearing the cost of the hotel, as the relevant body will cover the costs of the hotel quarantine if the traveler meets the conditions of the hotel quarantine, as explained in the statement

3. Residents

They will be allowed to return to the State of Qatar starting the August 01, 2020. Residents’ entry will be organized based on a series of priorities, including public health indicators, the nature of the needs of the various government and semi-government sectors and humanitarian cases, and through submitting return requests for permits via the “Qatar Portal” website based on the above-mentioned priorities.

The employer shall bear the costs of the quarantine in the dedicated facilities for blue collar workers in the private sector and domestic workers at a nominal cost after obtaining the entry permit.

4. Categories eligible for home quarantine

The Ministry of Public Health has identified the following categories eligible for home quarantine for a week, regardless of the country from which they arrived:

• Those over 55

• Those who have had an organ or spinal cord transplant

• Those who receive immunosuppressive therapy

• Those who suffer from heart disease

• Those who suffer from moderate to severe asthma

• Those who receive cancer treatment

• Pregnant women

• Babysitting mothers with children up to five years-old

• Those who suffer from kidney failure

Workers in the various sectors are required to coordinate the dates of travel and return with their employers. Families and workers in the education sector must take the quarantine period into account when planning their return to the State of Qatar in order to avoid absence during the mandatory quarantine period, whether in the designated facilities or at home.

It should also be noted that the process of issuing return permits for residents will be through the “Qatar Portal“ website until the need to organize the entry process ends, based on relevant public health indicators.

Exceptional Return Permit

According to the Director of the Department of the Airport Passports, referring to the directives of his Excellency the Prime Minister, Minister of Interior, and in coordination with the Supreme Committee of Crisis Management concerning the exceptional return permit for residents currently staying outside the State of Qatar.

Passengers returning to Doha will be accepted provided that they are holding an Exceptional Return Permit within the period of its validity and to strictly consider the expiry date of this exceptional return permit, and its conditions including the requirement of 14 days quarantine is booked through “Discover Qatar”.

Passengers are requested to download EHTERAZ application on their cell phones upon arrival.

Ang Pilipinas ay kabilang sa mga bansa na kailangang ang mga pasahero ay sumailalim sa test:

Qatar Airways requires passengers travelling from Philippines to present a negative COVID-19 RT-PCR medical test result when checking in. The test result must be carried out and issued within 96 hours prior to the flight departure, unless it is mandated by the local authority of departure or at the country of arrival to have the test done in a shorter period. 

Passengers must undergo the RT-PCR test at one of the below authorised laboratories at their own expense.

Passengers are required to complete, sign and submit a consent form at the check-in counters along with their negative COVID-19 test result. Click here to download the consent form.

Note: Children under 12 years travelling as an ‘unaccompanied minor’ are not exempted and must hold a negative test result from an authorised medical centre.

Exceptions

Infants (2 years and below) and children under 12 years are exempted from the RT-PCR test requirements if travelling with their family who are holding a negative test result

Seaman/Seafarers

Seamen/Seafarers are exempted from the RT-PCR test requirement only if they disembarked a ship within 36 hours, in the same country of their Qatar Airways flight’s schedule departure

Proof that they are seamen and they disembarked a ship within 36 hours prior to flight departure will need to be provided

All other seamen/seafarers require the RT-PCR test to be carried out and issued prior to the flight departure from a Qatar Airways authorised laboratory

Charter flights

Qatar Airways requires a negative RT-PCR test, carried out and issued within 96 hours prior to the flight departure for all passengers on charter flights. This test can be done at a laboratory that is not approved by Qatar Airways.
