Qatar affirmed that the best way to accomplish the aims of peace, protection, and prosperity in the region and globally is by peaceful means, calling on the Member States to meet their commitments under the Charter of the United Nations and to keep from using coercion in their foreign affairs, contrary to the aims of the United Nations.

"This came in a declaration made by the Permanent Representative of the State of Qatar to the United Nations, H.E. Ambassador Sheikha Alya Ahmed bin Saif Al Thani, at the virtual Arria-Formula meeting of the United Nations Security Council, chaired by Mexico, chairing this month's work of the Council on "maintaining the mutual security framework of the Charter of the United Nations: the use of force in international law, non-state actors and legitimate self-defence.”

She noted that Qatar is well-known in its foreign policy, emphasizing the need for all Member States to uphold their responsibilities under the Charter of the United Nations and to refrain from using coercion in their international affairs, contrary to the purposes of the United Nations.

On the basis of its dedication to peace, defence, prosperity, and development activities in the region and globally, the State of Qatar acknowledges that the only way to accomplish these aims is by peaceful means.

She emphasized that the use of push should be the last resort and should be restricted when appropriate and in a proportionate and sensible way, adding that the use of force is warranted in such circumstances, in particular in the exercise of the intrinsic and lawful right to self-defence and in the face of the serious danger posed by terrorist attacks.

She noted that there is now general agreement that terrorist attacks pose significant threats to peace and stability, inflict significant human distress, and have substantial social and economic implications.

She listed the involvement of several Member States, including Qatar as a responsible member of the international community, in joint action to combat the common challenges posed by terrorist organizations classified by the UN, including taking firm and definitive steps as required.

She reiterated that behaving in compliance with the protections provided by certain clauses of the UN Charter would not absolve states of their responsibilities under other laws, stressing that international law, international human rights law, and international human rights law are still valid and must be upheld.

At the end of their speech, Ambassador Sheikha Alya Ahmed bin Saif Al Thani reiterated the supremacy and dedication of the Charter of the United Nations and the position of the Security Council in matters related to regional and international peace and stability, emphasized that the primary role of the Security Council should be recalled and carried out in compliance with the Charter.
